City Council Highlights - April 2026
At the Regular Council Meeting of April 21st, 2026, City Council passed a motion to award RFP #26-020 Operation of the Miramichi Civic Centre Canteen to Stephen Green (Big Cheese Food Truck). This covers a five year term from 2026 to 2031.
At the April 14th, 2026 meeting, Green was also awarded RFP #26-019 Operation of the Arbec Wellness Centre Canteen and Cafe for the same time period.
City Council voted to reject a resolution from the Planning Review and Adjustment Committee (PRAC) for the city to review and take over the proposed right-of-way for Coving Living Inc., and all additional infrastructure within that was outside the original signed Developer’s Agreement.
The second and third readings to rezone 1700 King George Highway as requested by Breakwater Consulting on behalf of landowner Jason Driscoll and his numbered company 627890 NB Limited, from low-density residential (R-2) to highway commercial (HC) to expand the Nordin Family Health Centre and Peak Performance Health Centre’s parking lot toward the adjacent home were approved by council at the April 21st meeting.
The amendment will allow for up to 80 parking spaces to be created once the properties are consolidated. Other conditions include directing lighting toward the parking lot, provide screening along the southern and western property lines, as well as temporary screening between the parking lot and the adjacent single-family home.
Three parking spaces set to be placed next to the home must also be temporarily relocated elsewhere on the property, as the home may eventually torn down.
Other motions made at previous meetings held between March 17th and April 21st are as follows:
● On April 14th, 2026, CAO Greg Sargent provided an update on additional staffing for the fire department and additional actions taken to strengthen fire protection services in the city.
● By-Law No, 737, A By-Law of the City of Miramichi to Stop Up and Close a Portion of Carroll Street passed second and third readings and was enacted.
● Council gave assent to the Golden Hawk Subdivision Plan 2025-1-Carroll Street.
● Request for Proposal #26-021 Equipment Purchase of Breathing Air Compressor for the Miramichi Fire Departement be awarded to Areo Feu Ltd. in the amount of $61,019.86 HST included, as per the specifications submitted.
● Council approved a motion to authorize the execution of an Agreement of Purchase and Sale with Developer Agreement, together with any applicable documentation, for PID #40555674 in the amount of $51,000.00 HST included, to 771107 NB Inc. as outlined in Management Repoft ED&T 2026-05. The undeveloped four-acre parcel of surplus city-owned land off Alexis Street was sold for a proposed 147-unit apartment complex.
● An Economic Development Incentive Program financial contribution of $18,750 was provided to PHC Kitchens (72O232 NB Ltd.) was approved by council.
● ENG-2026-05 - Award of Tender No. 26-002 - Habitat for Humanity Subdivision was awarded to Vye Construction and Paving Ltd. in the amount of $1,1016,161.03 HST included.
● The following were appointed to serve on the transitional board of the Miramichi Transit Ltd.:

● In a series of three motions, city council purchased PID #40370116, at the corner of Manse and MacDougall Street from the province of New Brunswick, declared it a surplus property and then sold it to William Walsh.
● Lease agreements at the Nelson Wharf were executed with Adricecormier Limited, MAO Bait Limited, and Bruno Richard.
● A one-time financial contribution of $7,300 was made to the Miracon Festival.
● By-law No. 101-1, A By-Law to Amend By-Law No. 101, A By-Law Regarding Council Salaries and Allowances was read for the second and third time and enacted. When the new mayor and council is sworn-in, the salaries will be as follows:
- The mayor’s annual salary will increase by $14,938, or 33 per cent, from $45,062 to $60,000.
- The deputy mayor’s yearly pay will jump by $4,662 or 18 per cent, from $25,338 to $30,000.
- Councillors’ compensation will rise by $9,475 or 57 per cent, from $16,525 to $26,000.
● A one-time $9,000 grant was approved for E&B Carter Care Home but the funding will only be disbursed once the facility is operational.
● The probationary period for the acting CAO was concluded and Greg Sargent was appointed as the Chief Administrative Officer on a permanent basis.
● A motion to trade city owned PID 40558207 with Paul Kelly for PID 40472797 was passed.
● By-Law No. 110-54. A By-Law to Amend By-Law No. 110, the City of Miramichi Zoning By-Law to amend the Zoning Map of the City of Miramichi Zoning By-law No. 77O to change the zoning designation from "Residential Low Density (R-2)" to "Medium Density A (R-3) for PID 40180481, located on Sweeney Lane to permit the development of two (2) rowhouses containing four (4) units each, and one (1) two-unit dwelling.
The applicants must provide a turnaround at the end of the driveway, construct a minimum 1 metre wide hard surfaced walkway to run along the private driveway and connect to the street line, and lines of mature trees shall be retained along the property lines along with opaque screening.
● By-Law No. 110-53, A By-Law to Amend By-Law No. 110, the City of Miramichi Zoning By-Law to change the zoning designation from "Downtown District (DT)" to "Downtown District (DT) Specific Proposal" for the Subject Property described as PID 4OL92LL4, Iocated at 24 Henderson Street to enable the display and sale of modular, mini, and tiny homes, or other uses otherwise permitted in the DT zone with conditions. They include:
1. Use of the property shall be limited to the display and sale of modular, mini, and tiny homes, or other uses otherwise permitted in the DT zone. The outdoor display court shall not be used to display or store unrelated items (e.g., vehicles, trailers, equipment).
2. Display homes shall be finished, staged, and presented in a manner consistent with residential use (e.g., no storage of unfinished units, building materials, or equipment visible on site).
3. Landscaping features such as grass with planters shall be developed within a strip of landscaped open space along all lot lines, with the exception of the approved driveway, to the
satisfaction of the Development Officer.
4. The placement arrangement, size, and number of display homes shall be consistent with the submitted site plan, subject to adjustments as approved by the Development Officer.
5. Deliveries and removal of display homes shall occur only during
specified hours to minimize traffic and noise impacts on neighbouring businesses and residences.
