Position Title:  Manager of Human Resources

Reports To:   Director of Corporate Services

Position Summary:  The Manager of Human Resources supports the effective delivery of HR services across the City of Miramichi. This role is responsible for coordinating and administering key human resources functions, including recruitment, employee and labour relations support, benefits and compensation administration, occupational health and safety coordination, and HR policy implementation.

The Manager of HR works with a moderate level of independence and exercises sound judgment within established municipal by-laws, administrative regulations, and HR policies. The role provides day‑to‑day HR guidance to managers and employees while supporting the strategic direction set by the Director of Corporate Services.

Required Qualifications:

  • Bachelor’s degree in human resources, business administration, or a related field (equivalent education and experience may be considered).

  • 5 years of progressive HR supervisory experience, preferably in a unionized environment.

  • CHRP designation or working toward certification is an asset.

  • Experience in municipal or public sector HR is considered an advantage.

  • Strong knowledge of employment legislation, HR best practices, and labour relations principles.

  • Excellent communication, interpersonal, and problem‑solving skills.

  • Strong organizational skills and attention to detail.

  • Ability to manage multiple priorities and maintain confidentiality.

  • Proficiency with HRIS systems and Microsoft Office applications.

  • Demonstrated commitment to ethics, professionalism, and continuous improvement.

Responsibilities:

Human Resources Operations and Policy Administration

  • Support the implementation of HR strategies, programs, and initiatives aligned with municipal goals.

  • Provide guidance to managers and supervisors on employee relations, performance management, attendance, and workplace concerns.

  • Assist in the development, review, and communication of HR policies and procedures.

  • Maintain accurate HR records, documentation, and reporting.

Labour and Employee Relations

  • Support the administration of collective agreements and provide interpretation to managers and employees.

  • Participate in collective bargaining preparation and provide research and administrative support during negotiations.

  • Assist in resolving workplace issues, employee concerns, and grievances in collaboration with management.

Recruitment & Staffing

  • Coordinate the full-cycle recruitment process, including job postings, screening, interviewing, reference checks, and onboarding.

  • Work with departments to identify staffing needs and ensure timely hiring processes.

  • Maintain recruitment metrics and support workforce planning activities.

Compensation, Benefits & Payroll Support

  • Assist with the administration of employee benefits, compensation programs, and payroll-related documentation.

  • Support the maintenance of salary grids, job descriptions, and classification reviews.

  • Provide employees with information regarding benefits, pension, and compensation processes.

Occupational Health, Safety & Wellness

  • Support the City’s Occupational Health and Safety Program, including incident reporting, training coordination, and safety documentation.

  • Assist with disability case management, return‑to‑work planning, and wellness initiatives.

  • Promote a safe and healthy work environment in collaboration with departmental safety representatives.

Training & Development

  • Coordinate employee training, professional development, and continuing education programs.

  • Track training requirements and ensure compliance with mandatory certifications.

Administrative & Departmental Support

  • Assist with preparing departmental reports, HR metrics, and budget information.

  • Support the day‑to‑day operations of the HR department, including responding to employee inquiries and maintaining HR systems.

  • Attend meetings as required and provide HR-related input.

Other Duties

  • Perform additional responsibilities as assigned.
