Position Title: Manager of Information Technology
Reports To: Director of Corporate Services
Position Summary: The Manager of Information Technology (IT) plays a pivotal role in ensuring the effective, secure, and innovative use of technology across municipal operations. This leadership position oversees the day-to-day management of IT infrastructure and services, while driving strategic initiatives to enhance digital efficiency and service delivery.
Required Qualifications:
Post-secondary education in Computer Science, Information Technology, or a related field
Minimum of 5 years of progressive IT experience, including at least 2 years in a supervisory or managerial role
Strong knowledge of network architecture, system administration, cloud platforms, and cybersecurity best practices
Excellent communication and interpersonal skills, with the ability to translate complex IT concepts to non-technical stakeholders
Experience working within a public sector or municipal environment is preferred
Responsibilities:
Leadership & Supervision
Provide daily leadership, mentorship, and performance management to the IT team.
Foster a collaborative and service-oriented culture within the IT department.
Ensure staff are trained, resourced, and aligned with organizational goals.
Strategic Planning & Policy Development
Lead the development and implementation of IT policies, SOPs, and governance frameworks.
Contribute to long-term IT planning aligned with municipal priorities.
Identify and implement opportunities for infrastructure modernization and digital transformation.
Infrastructure & Systems Management
Oversee the maintenance and enhancement of core IT systems, including Microsoft 365, VPNs, and network infrastructure.
Ensure system reliability, security, and scalability to meet current and future needs.
Manage software licensing, hardware lifecycle planning, and vendor relationships.
Cybersecurity & Risk Management
Develop and maintain cybersecurity protocols and disaster recovery plans.
Monitor and respond to security threats, ensuring compliance with relevant legislation and best practices.
Conduct regular audits and risk assessments.
Project & Financial Management
Lead IT projects from planning through execution, ensuring timely delivery and stakeholder satisfaction.
Prepare and manage the IT budget, including forecasting and cost control.
Evaluate and recommend technology investments and sourcing strategies.
Collaboration, Communication & Council Engagement
Serve as a key liaison between IT and other municipal departments.
Provide technical guidance and support to staff and leadership.
Present IT strategies, updates, and recommendations to municipal council as required.
Training & Development
Lead training and development programs for IT staff to build technical capacity and support career growth.
Develop and deliver training sessions for municipal staff on new technologies, cybersecurity awareness, and digital tools.
Promote a culture of continuous learning and digital literacy across the organization.
