City Council Highlights for April 29th Meeting

Traffic calming measures will be put in place to keep Howard Street open on the Howard Street Reconstruction project.

At the Special Council Meeting on Tuesday, April 29th, 2025, City Council voted unanimously to go with Option 2 to leave Howard Street open to traffic with traffic calming measures. Those measures include:

  • Reducing the road width from 8.0m to 7.0m

  • Add three raised sidewalks between Stanley Street and Henderson Street

  • Reduce the speed from 50 km/hr to 30 km/hr

  • Add two speed reduction warning signs

  • Add pedestrian crossing signals for the crosswalk at the proposed parking area

The decision is a part of the Howard Street Reconstruction project that is expected to be completed this year. The Engineering Department proposed closing a section of the street to improve public safety within the Ian Baillie Recreation Hub. An open house was held to present the options and hear from the community.

The estimated cost for the reconstruction project is $1,262,000.

Patching program tender awarded

City Council approved a motion to award Tender 25-019 for the Municipal Patching Program to Vye Construction and Paving Ltd., at a cost of $325/tonne for hand Iaid material HST included, $245/tonne for machine laid material. Night repairs if required on the King George Highway Hand laid at a cost of $350/tonne, and machine laid at a cost of $300/tonne.

The work includes patching of city streets and minor overlay repairs of asphalt roadways throughout the City. The municipality generally utilizes an equal amount of hand laid, and machine laid asphalt for repairs.

Materials and Equipment tender awarded

City Council approved a motion to award Tender 25-025 for Materials and Equipment for Public Works Department. These are regular operational items that are tendered annually. The tender is to supply of materials for the departments use throughout the year for summer and winter maintenance, It also includes the rental rates for equipment to be used as required for summer maintenance and does not to include snow removal.

At a Council in Committee Meeting following the Special Council Meeting, City Council approved a motion to allow staff to begin the process of amending the Municipal Plan and Zoning by-law to review various changes required under the Housing Accelerator Fund (HAF). They include permitting a minimum of four residential units "as a right" in serviced areas (water and sewerage services) and allowing multi-unit residential development with the Regional Commercial (RD) zone.
