City Council Highlights for October 21st Regular Council Meeting

At the Regular Council Meeting of October 21st, 2025, City Council approved a number of motions. They include:

  • Executing an Agreement of Purchase and Sale with Breakwater Consulting Ltd. for the purchase and sale of two properties for the development of a three-storey building on the corner of Duke Street and Henderson Street for $80,000. The building will contain housing units and a possible commercial component.

  • Donating surplus canoes and kayaks to Gipto Spirit Lodge in Natoaganeg First Nation for use in a planned tourism initiative to educate participants about the Miramichi River on a paddling excursion.

  • Amend the Norma Street Agreement of Purchase and Sale to amend the PID number created for the property when a portion of land for public use as a buffer between existing residential and future commercial development was surveyed. The City had agreed in October 2024 to sell Jason and Tia Girouard a piece of property to rectify the predicament created when they built an inground pool on a portion of city property.

  • Enter into an agreement for the trucking of road salt from Sussex, N.B. with Newcastle Ready Mix for $24.98 per metric tonne plus HST.

Other motions made by City Council at meetings held between September 16th, 2025 and October 16th, 2025 are as follows:

  • Awarded Tender 25-008 - Eco Centre Roof Repairs to Rice Contracting Ltd. for $915,707.36 including HST.

  • Awarded Tender 25-002 - Shoreline Protection 2025 to North Shore Construction Ltd. for $385,353.50 including HST.

  • Awarded Tender 25-033A to Kingston’s Car Wash Ltd. for supply of gas and diesel as per fleet fuel specifications.

  • Awarded Tender 25-033B to M&F LeBlanc Oil Ltd. for building heating fuel as per tender specifications.

  • Approved the transfer of $10,335,245.19 from General Capital Reserve Fund to General Capital Fund.

  • Approved the transfer of $503,504.99 from the Utility Capital Reserve Fund to the Utility Capital Fund.

  • Approved an amendment to By-Law 55 to allow parking on the northside of Victoria Avenue from the roundabout to Henderson Street and the southside of Victoria Avenue from University Avenue to Henderson Street from 8 a.m. to 5 p.m. Monday through Friday.

  • Approved the Strategic Priorities 2026 for the City of Miramichi.

  • Approved the re-zoning request of C. Price Construction to change the zoning from Business Light Industrial to Mobile Home/Mini-Home for PID 40191884 located on east of Walsh Avenue to King Street and Walsh Avenue to permit the development of a 30-lot mini-home subdivision and allow for the full range of uses permitted. There were a number of conditions including in the approval. They include: the planting trees to provide buffering and screening for Springvale Avenue and Walsh Avenue, not be permitted to remove more trees without prior approval, warn potential owners of proximity to industrial park, fencing or screening up to 2 metres is permitted, there be a minimum front yard setback, orientation of mini-homes fronting Walsh Avenue be perpendicular to the street, must obtain an exemption to the Wellfield Protection Order.

  • Awarded Tender 25-009 - Ironmen Field Lighting Upgrades to Black & MacDonald Limited for $848,680.45 including HST.

  • Awarded RFP 25-030 - Flett Street Culvert Replacement to L.C.L Excavation (2006) Inc. for $643,942.50 including HST.

  • Extended PW-2025-026 winter street maintenance contracts 23-033 and 23-037 for the 2025-26 winter season for zones 2,3,4,5 and 7 at an increase of two per cent to the annual contracted price.
