City Council Highlights - December 2025

At the Regular Council Meeting of December 16th, 2025, a number of presentations were made by Mayor Adam Lordon on behalf of the City to acknowledge years of service, long service awards, and acknowledgement of retirees. Read here for more.

City Council approved the minutes of the following meetings:

City Council reviewed the three options for the replacement of the Chatham Library from the Management Report Eng-2025-032 on November 24th. Following discussion and debate, the first motion to proceed with Option #3 - a retrofit of a building on Duke Street that would be owned by a developer and leased by the City was defeated 5-4.

A second motion to proceed with Option #1 - new construction on the existing site was passed 5-4. As a result, another motion was made at the November 25th, 2025 meeting to make a a budget amendment to the General Capital Budget to reallocate $750,000 for the library design and $104,760 for the 2026 Asphalt Paving Program. Motion carried 5-4.

Other motions made by City Council at meetings held between November 18th, 2025 and December 16th, 2025 are as follows:

  • Approved a motion for Goodfellow’s Trucking Ltd. to demolish and remove 21 Marcan Drive for $8,625 and authorize the City Clerk to initiate collections efforts with the property owner to reimburse the City for cleanup costs.

  • Approved a motion to award the Hollow Lift Station Replacement to Vye’s Construction and Paving Ltd for $634,848.56have city staff explore the opportunity to deliver transit services as a municipal function.

  • Approved motions for Kathleen Smith and Samantha MacDonald to operate businesses at Ritchie Wharf in Unit 5 and Unit 6 as per the guidelines in RFP 25-040 and that lease agreements be executed.

  • Approved a motion to adopt the revised Facade Improvement Program.

  • Approved a motion to ratify the negotiated tentative agreement between the City and Local 3863.

  • Approved a motion to change the title from City Manager to Chief Administrative Officer.

  • Approved a motion to amend the 2019-2023 5-year Capital Investment Plan for the Canada Community Building Fund to include the addition of the Multiplex Project - Part 2 in the amount of $377,768.93.

  • Approved a motion that the City of Miramichi 5-year Capital Investment Plan for the Canada Community Building Fund for 2024-2028 be amended as follows:

    1) increase project budget for the Multiplex Project - Part 3 to $5,406,742

    2) increase Duke street reconstruction project budget to $1,790,000

    3) Decrease Route 118 paving project budget $634,226

    4) Remove Sunnyside Avenue reconstruction project in the amount of $1,381,095

  • Approved a motion to extend services with Neptune Technology Canada for a 5-year period for $430,000 per year.

  • Approved a motion to execute a contract for by-law enforcement services for 2026 and 2027 for $105,200 per year with Maritime Enforcement Services Inc.
